The only way possible: remove the cylinder head and replace it. And do it quickly because a blown head gasket can seriously damage an engine if left unfixed.
This is a serious job, which requires mechanical knowledge and some special tools - a torque wrench is mandatory.

The average sale price for a 91 Lexus in the US, is $3900.00. Used radiator would be around $200.00. Machine shop to machine the head (highly recommended) $500.00 to $1000.00. Gaskets and hoses another $200.00. I don’t know how much you have into it, but I hope this helps your decision.

there are many was a head gasket can blow . sometimes they just leak to the outside sometimes they leak to the coolant and then it blows out your antifreeze. if you have a blown head gasket you will see it when you pull the head. and yes you should hace the head checked at a machine shop and install with a new head set never reuse a gasket .

I would change both, as well as use new head bolts. Make sure your heads are not warped or cracked, especially the one that is leaking. There may not be any need to change the head if it is not cracked. These are prone to blowing a gasket especially after 150K miles or so. It will not cost a huge additional amount to change both head gaskets since the engine will have to be disassembled down to the heads anyway. Hope this helps you, Rick

It's really hard to tell how much it will cost to fix this because you don't know how much damage has been done to the engine itself because of the blown head gasket. Assuming you caught it early and there is no damage to the engine, you are looking somewhere between $1100 - $1400. Blown head gaskets for sure, no way of knowing if heads are cracked without taking it apart, there no quick fix for this, only fix is to take it apart and repair as needed.

You answered the second part of your question with the first part. Your car will not start because of the blown head gasket. You'll need to repair the head gasket and any other damage first. Often a blown head gasket is just a symptom of other problems and sometimes it's the cause of other problems.

How do i tell if the heads creaked on a 91 celica

a cracked head or blown head gasket,will cause your vehicle to have a miss in the cylander where the crack is or where the gasket is blown. you can also see coolant leaking if the gasket is blown. you can also see water in the oil,and white smoke come from the exhaust.
to tell for sure that the head is cracked,and not just a blown gasket is to remove the head. you will instantly see if the gasket is blown. if its not,then turn the head upside down and look at the small space between the valves,as this is where 99% of cracks occur.

I would suspect a blown head gasket. STOP driving the vehicle immediately or serious engine damage will occur. Drain the oil and change the filter. The head itself may also be cracked. A compression test will determine if the head gasket is blown or the head is cracked. Take it to a trusted mechanic for diagnosis and repair if he is close by. If not have it towed in for repair.
