No neutral light, will not start without clutch lever pulled in (and possibly sidestand up, if it has a safety switch).
If the broken wire is touching a ground, the neutral light will not go off.

I would follow the wires and see where there is a break in them
and also check the switch if sombody has pulled the wire from the switch to nake a short in the switch.

Check / replace the diode that connects the clutch switch and neutral switch. The diode normally would have green/red and light green/red wires.

Check the main fuse. It is a 30A fuse, separate from the bike's other fuses. Also verify that the wires near the starter solenoid are connected correctly, securly, and are free of corrosion.
If the fuses are all good and everything is plugged in correctly, you may find that the ignition switch is bad - or has a melted connector on the back. This is a common problem with many Hondas of that vintage.

Neutral switch, can not get neutral to come on ,so wont electrically start but will if you bump it

Have you tried electrically starting the bike with the clutch lever pulled in?  If for some reason the neutral switch is defective or the neutral position would not engage the switch, a workaround would be to connect the neutral wire to the ground.
