Sorry I do not go back that far so if the shocks are not air shocks you can likely adjust them by turning the spring to a higher or lower setting and if air shock you need a special shock air pump to raise ort lower the air pressure. Use of a regular pump will not be accurate and an air supply more than 50 psi will likely destroy the shocks in any case.
Unless the shock body is cracked, the only place it can leak is at the air inlet at the top of the shock. We've replaced a lot of these at the shop I work at.
to change the final drive belt on your Road King, you must pull the entire primary off. The outer primary cover, the clutch and primary chain, the inner primary, and the starter must come off. Then, you have to remove the rear wheel, remove the shocks, and pull the swing arm out as well. It's a major job.
The front forks can be stiffened by changing to a heavier weight fork oil. I run 30 weight oil in mine. Make sure you use fork oil because it has a special anti-foaming agent in it.
On the rear shocks, they're adjustable. Just turn the adjuster to put more pre-load on the springs. This requires a special shock adjuster tool.
The Road King shocks are air adjustable via an air valve located on the right side of the bike just above the rear tire.
Your Harley Davidson owner's manual will tell you what the shocks should be pressurized to depending upon the load on your bike (for instance - if you'll be carrying a passenger - the pressure should be a bit higher than it would be if you were riding solo).
Don't even attempt to read the pressure unless you have the specialized hand pump that is used to pressurize the shocks. You can purchase this from Harley Davidson or via a third party online.
The valve is a typical bicycle / auto air valve - but ... DO NOT attempt to pressurize it with anything but the specialized hand pump. Using anything else will risk over pressurization of your shocks and that's not good. The shocks hold a very small volume of air at relatively low pressure levels - so the hand pump is a must have.
