The engine idles fine if you depress the throttle the engine bogs very bad. if you feather the throttle it will rev to 4000 rpm momentarily then shut down to an idle . the tps sensor was replaced with very little change. the fuel and air filters are new, when you get the engine to come off idle as long as you keep the engine under 3900 rpm it will allow you to make the car move but if you depress the throttle to quickly or to far the engine shuts down to an idle. if you spray a quick shot of fuel into the air intake while the engine is in a bog it takes off and runs for a few seconds before bogging back down.I need to find out what the fuel pressure is supposed to be in the fuel rails as I suspected low fuel rail pressure.

You obviously got water in an electrical connector. Disconnect each one and blow it out with compressed air. This is why you should NEVER power wash an engine.
check for a vacuum leak, possibly an electrical component is not plugged in correctly or plugged into the wrong device (idle air control, throttle position sensor, egr solenoid)
I would replace the fuel filter(every 35000 miles),check the condition of the air filter and check out the catalitic converter and feel the tail pipe to see if the flow seems clogged and weak when some one else gives it the gas.
My 2001 had to have a new cat at only 44000 miles. I had them install a "High Flow" type.
Probably not the ECM. Have it scanned. IF is is a 93 it means you have a 4.9 motor. They have a solenoid idle cotroll that could be malfuntioning, there could be a problem with the throttle position sensor, or maf, egr,mass air flow, You get the picture. The light is on to tell you what is happening. Most Autozones and Advances will scan it for free. Good luck.
I hade this proble on my 86. It may not be your same problem but check the connection plugs on your secondary injectors the heat from the engine worped the connectors preventing a tight fit so they would come loose and at about 4500 rpm the car would bog cause of lak of fuel.. or your secondary injector are bad
