More than likely the carbs are plugged up(makes the no idle, popping from the intake or pipe and sometimes hard starting), and/or a vacuum line(s) Is loose/broken, and the carbs are probably out of sync (makes the high sticking idle/little to no idle). I have many article written about cleaning the carbs and fuel system. Get the carbs and fuel system cleaned out if you are not familiar with the process.
Don't know what your last mechanic did but if you have any confidence in him take it back and have the carbs cleaned and adjusted.There may be obstructions.Other than that I would take the carbs off and ship them to a good shop.
Sounds like the carbs were not properly cleaned or set up. Choke should cause the cold start rpms to be higher than what you are experiencing. Application of choke to a warmed up engine will usually cause the engine to stall.
Try soaking the intake rubbers in hot water, then refit and try again,if the rubbers are too hard soak them in thinners for a few hours or untill their plyability is back to normal and you will have no problem fitting your carbs.
1st-clean air filter and oil,fresh plugs,good fuel,valves adjusted correctly,check for tears or cracks in intake boots,fire in all cylininders;minimum compression & w/in10% of each other in all cylinders, and no exhaust gasket leaks. once these components are w/in specs. and operable the carburators can be adjusted, as long as they are internally clean and operating as designed.1st- set high idle, then set idle rpm, now synchronize vacuum on carburator set,now readjust idle rpm.
