I have a 1994 Fatboy that the right turn signals front and rear stay on all the time. The left one works fine, but the right one stays on without blinking. The signals are factory with no after market lights anywhere.

You may have some bulbs with burned out filaments, Or the bulbs may not be in correctly. Pry off the lens cover with a dime and inspect the bulbs. Make sure they have two filaments. If one filament is broken, replace it with a new bulb. Bulb #1157
If the indicators on the dash are staying lit all the time, it is because you likely have a bad ground to one of your running lights, causing the running lights to ground through the turn signal circuits. This is often caused by either a bad socket assembly at one of the bulbs or an incorrect bulb is installed in one of the sockets. You need to check FRONT and REAR lights to see which one is not working correctly. Also check the running lights and marker lights on BOTH sides of the vehicle. There will be SOMETHING that will not look the same from one side to the other if the left side is working correctly and the right side is not. Please keep in mind that you cannot use the right REAR turn signal without also using the right FRONT turn signal. The problem could be at EITHER end.
You need to replace one of the left side bulbs,front or rear.Without both bulbs working the circuit is not pulling enough amperage to make the flasher work.
I had the same problem. When I would remove the rear turn signal bulb from the housing it might work for a while, then stay on without blinking. Drove myself nuts trying to troubleshoot. Finally, the simple solution was changing the bulb.Apparently, the filament had a small breach and would work sometimes, but not all the time
