if you put a socket on the end of the crank shaft and it turns then your motor isnt locked up if that happens you just put a rebuild kit in it and your in luck
on the right side at the bottom of the crank case side cover very bottom there should be a inspection glass window the oil level will be seen there the oil has to be in the middle or slightly above those marks not to much now my 800 cc blvd suzuki holds abould 4.5 quarts check owners manual/or call the dealer they will be clad to help ya.ps use only motorcycle oil that is a fact jack
Engine is flooding, need to pull the carbs and clean them. Carbs need to be taken apart, the jets removed and cleaned out. The low speed jets, the small ones, have a very small hole in them use a single bristle out of a wire brush to clean it out, do not make the holes any bigger. once you get the jets cleaned out, put em back in, reassemble the carbs, reinstall and have a good ride.
You have done good - This is a shot in the dark but if the bike thinks the bike is in gear with the kickstand doen (kickstand relay) the bike will not start - look for a voltage from the kickstand relay (at the kickstand)
