Most of the fuel pumps on scooters and bikes run off vacuum. If you have a crack in the vacuum line going to the pump it won't run or run poorly. Check into that, next when put the fuel back together did you put the spring on the right side with the hoses the right way? the diaphragms may look good but the could have stretched or have a small small in it. Put everything back together and spin the motor, spray some carb cleaner around the vacuum hose and pump. If there is a leak the scooter should try to start.
Make sure that the fuel line from the gas tank is flowing freely the fuel filter is clean and the breather tube for the gas tank is open.
The fuel system on that bike is fairly simply. I'm sure that if you take your time and check over everything you'll find it. Start at the gas tank and finish that the intake.

The "P" means prime and that line should not have any pressure. You need to check the fuel pump relay and fuse located in the fuse panel. If both are good, The fuel pump is bad and will need replaced.

This fuel pump is neither mechanical or electric. It has to operate some way on pressure.
The fuel line comes out of the tank, goes to the fuel pump, goes to the fuel filter, goes into the injector and to the engine.
There is another line that comes off of the fuel pump below the "out" port that goes to a "Y". One side of the line goes to a fitting on the top right hand side of the injector. The other side goes to the intake manifold ahead of the injector( engine side ). I don't know what these two lines could be other than a pressure line for the fuel pump.
