Usually the "driver/left" side of the seat has a lock that your ignition key will open. Gots to bend down pretty far to find it sometimes. Usually under seat a little. This being my experience with motorcycles. Good luck.

Because of your reply, hubby went out for one more look late last night and was working on
the seat and it did open up......now he can recharge the battery and begin whatever work is
needed on "my" new (to me) scooter!!! Just want you to know HOW AWESOME God is.....we've been praying about 2 months for a gas scooter for me - someone just GAVE us a yellow/white 2003 Metropolitan II!!! We are, assuredly, GIVING HIM MULTIPLE THANKS & PRAISES!!!
