my goodmans ld3265d1 tv when turned on the standby light is bright blue when you press the on the button on the controls the blue light goes dim but the tv does not come on? help power board defective

my goodmans ld3265d1 has no standby light the mains and fuse is fine I found with mine if i had a hdmi lead plugged in this would happen, if you plug the lead in after it works fine.
