2000 Yamaha V Star 1100 Classic "rectifier 2002" Questions

rectifier I checked the voltage  on my 2002 Yamaha Vstar 1100 I got 13.4 without bike running and 17.4 while the bike was revving at about 3000.   Does this mean I have a bad rectifier.
