I recently recieved a BSA
Most, by far, the majority of these types of scopes with electronice dots, or other enhancements requiring a battery are turned off when you return the power setting to zero ( 0 )
This is regardless of the manufacturer.
And almost all of the time the power control is integrated in to either the top or side turret, or adjustment knob.
Also most of the time the battery is a # 2032 which is flat and about the shape of a quarter / $.25.00. They last indefinitley until you forget to turn off the power!

I need a rgulator for a super ten 22 aprox 9 yrs
you could fix the regulator if you have the seal kit to do it, but it will need setting up,,, in britain we can only have a max power of 12ft/lbs there toys realy, but PC plod will lock you up if its over 12ft/lbs in power so you need a chronograph to set the power up on,and if you bypassed the regulator the power go's loopy
The rubber coating is tacky
Unfortunately this sounds like the scope coating was exposed to some petroleum based product.
Hand or Suntan lotions, bug repellants or certain types of cleaning solutions.. even the vapors from them can cause rubber to destabilize.

Initial BSA twin Amal 389 monoblock SCREW settings
It is a long time since I have worked on one of these, but if my memory serves me correctly, you screw the mixture screw right in (without forcing it) , and them unscrew it two and a half full turns. I hope this helps?
