This electric demand water heaters has one heater element. The flow switch turns it on. The thermostat cycles it on and off according to temperature. There is no medium. You need to run the sink on hot while you take a shower. This kind of cancels out the savings on electricity. Or get a higher flow shower head. Your screen on the shower head may be partially fouled. Stiebel eltron model 221094 hot water is not as hot as it was before, only warm water coming through. Do I need to replace unit?

You need to replace the high-limit reset switch on your Stieble Eltron DHC 10-2 Electric Tankless Water Heater.

Ideally it needs to be on a separate breaker. Surely there is more than one breaker in the apartment. The only way to fix what you have would be to change the element for one with a lower wattage but unfortunately the element is not listed as a spare part. If it is under warranty, just contact the company to diagnose and fix it.
