I would check to see if you in fact have power going to the pump itself,, you might just have a bad water pump or a bad switch. use a volt meter to trace voltage flow.

Toilet does not flush down contents.
This seems to be a case of blockage within the toilet. Check the
Flushholes under the inside-rim of the toilet. they might be partially blocked by debris or deposits. If so, a Wire-Clotheshanger will help.
If the Blockage is in the drain, a Handauger might be helpful to push
blocking objects through or retrieve.
Waterlevel in the Toilet-tank could be too low. It should be about 1"
below the top of the Drainvalve in the middle of the Tank.
Toilet does not flush strong enough to take down feces in bowl
You need to do 2 things. Take the lid off and check that the water level is up to the fill line, if it is you need to adjust the flapper. If it's not back the screw out on top until it is. Their should be a cylindrical piece of foam on the chain going to the handle. You need to pull off the retainers and move that foam closer to the flapper thus dumping more water in each flush.
