Kitchenaid KSCS23IN Burning Hot Divider Wall then No Compressor, No Fan, No Cold Can Hear Clicking

The clicking is caused by the clixon turning off power to over heated motor that is not starting. Check the condition of the starter cap or relay and change. If a good cap or relay does not start your compressor then the rotor is frozen and you need a new compressor. (ouch)

About 5 days ago I noticed a strong chemical smell

No. The coolant cannot leak as a liquid and soak into the floor. Also, the smell of the coolant (refrigerant) does not have the acetone/ketone/laquer thinner smell that you are describing, and if someway the smell originated from the frig, the smell would without a doubt be inside the frig as well. You need to look frosome container stored in a cabinet or stored on conrete floor that has rusted or opened some way and the thinner/cleaner/solvent has leaked from such a containerwithout notice. I have a GE GSS22JFMC refrigerator and its not

you have got a defrost control problem, you will need a fridge technician to come out, you might get away with an electrician if he know a bit about fixing domestic fridges. One of these could be faulty, def timer, def sensor or heater not working. Not recommended for you to play around with, cause you are dealing with high voltage in this area of the fridge unit, very dangerous- you might fried, unless you are a licensed sparky:-)

How do I take out the water filter?

Found at Kitchen Aid website, Good luck
Changing the Water Filter
1.
Press the eject button to release the filter from the base grille.
2. Pull the filter straight out.
3. Turn the cap counterclockwise to remove it from the filter.
IMPORTANT: Do not discard the cap. It is part of your
refrigerator. Keep the cap to use with the replacement filter.
4. Align the ridge on the cap with the arrow on the new filter and
turn the cap until it snaps into place.
NOTE: You can run the dispenser without a filter. Your water
will not be filtered. Simply insert the cap all of the way into the
base grille and rotate the cap until it is firmly in place.
5. Remove the protective covers from the O-rings.
6. Push the filter into the base grille. The eject button will pop
back out when the filter is fully engaged.
7. Flush the water system. See “Water and Ice Dispensers.”

Water despensor stops every time filter need changing.

generally what happens is when the filter is removed, air enters the system and has to be bled off (in mechanics terms). generally if a glass is placed under the dispenser and dispense button is held for a minute or two, it will work as normal once the air is pushed out by the water.
