check your crank case vent for clogging or your filter. is oil level in crank case to high?

Are you getting fuel and spark?

Buy a 12 Inch rear wheel with the same diameter axle as you ha e and with a centre hub that looks identical. Remove the old axle, remove chain, swap disc tyre and sprocket over then refit
