The lights are working, but the compressor won't
Get to the compressor and feel its temperature. If it is cold, then the thermostat will be faulty. Not impossible, but the clixon and run relay inside the electrical box could also be faulty. One needs a digital tester to check both.
Lights blinking and beeping
Have seen that on certain controllers before. Very possible your temp. sensor is open circuit or out of spec. or not making proper contact on the wiring harness. You would need a digital thermometer to check the sensor.

If it is a chest freezer, almost certainly it is the compressor. Only way to check is to pull the power plug out then remove the compressor wires from the terminals then make sure it doesent touch the frame of the freezer, then plug the power back in and see if the power trips again. If not, there is the problem.

Believe it or not, but it is normal. Especially when just turned on. As the internal temp. gets colder so will the temp. on the side get cooler.
Motor runs does not freeze
Run out of refrigerant? Motor run with low refrigerant will nor work effectively.
Please evaluate and get it fixed.
Freezer doesn't work
There is an overload on the compressor that goes bad and prevents any power to the unit. Any parts store should carry it.

That is the compressor starting relay trying to start the cooling cycle and the overload protector kicking off. You can try installing a new start device for about $50.00 but you are most likely looking at a compressor replacement which runs about $400.00

Sadly these old freezers use way too much electricity. You will be better off junking this one and purchasing a good used or brand new one.

Make sure everything is working, I.E. compressor, fans. Now I need to know if the freezer shuts off at 14 degrees, or does it continue to run without making temp. If it shuts off, then the first place to look is the thermostat. It may be out of calibration. If it continues to run, then the solution may be as simple as cleaning the condenser coil. or the defrost has malfunctioned somehow. Defrost probleams will cause excess ice on the inside coil. You may need to remove the panels to see how much ice is on it. It sounds like the compressor is good, as it is pretty cold. Just not cold enough. A deep freeze should be at least 0.

LOW / NO BATTERY ALARM
The Low/No battery alarm will activate when the
power level of the battery becomes low. The display
will alternate between "b" (Battery, See figure 8) and
the cabinet temperature, the red alarm light will
become illuminated and the control panel will beep
every five seconds. To stop the audible alarm (beep),
press the "ALARM RESET" button. The red alarm
light will remain on and the display will continue to
flash until a new battery is installed. This same alarm
will activate if there is no battery installed
