You will need to change the boot order in the bios set-up.
Turn your computer off, and turn it n again (alternatively Restart it) These things may be initiated by clicking the Windows button at the bottom left of tour screen, and from the shut down drop down menu selecting the appropriate option) As your computer is starting up, and the Emachines logo appears on the screen
"Press the "Tab" key repetitatively: If that fails to take you into the BIOSsetup, repeat and try either the "Escape," "Delete," or "F2" keys instead of the Tab key.
Once in the BIOS setu[p, Look through the options until see Boot order, and then change that to CD first, HD 2nd. Exit the BIOS setup with save changes option. Done.

Sounds like a "Power On Password" and you'll need it to continue. You can try pressing "Enter" with the field bland and if there was no password set, it should continue to load windows. Please clarify if I misunderstood your issue?
First - re-seat the harddisk and reboot the computer. If the computer does not boot up then reboot andgo into the BIOS configuration to see if the BIOS detects the hard drive. If itdoesn't detect the hard drive then it could be faulty. Then the hard drive needsto be replaced in the computer/laptop, Windows installed and the computer orlaptop's device drivers plus your programs etc. to get a functioningcomputer/laptop again.
Telephone eMachines, and order a replacement "System Recovery" set of CDs. Given the serial-number and model-number of your computer, they know what O.S. originally was factory-shipped with your computer, and they will replace that part.
Probably, a small fee for courier-shipping.
Theres no specific order for power supply wires. Just make sure it is disconnected from a power source and connect the Motherboard and optical drive cables to their respective plugs(plugs are standard for most motherboards).
Main thing you need to know is SATA or IDE (aka .. PATA) Sata or serial uses small half inch wide cables . IDE / PATA uses 3inch wide ribbon cables. Pop the PC open andlook at the hard drive to see the cables attached. Most new drives come with basic instructions.
try F8 when the computer is booting. This should take you to an optional start up menu. Try the safe mode. Did you recently install any devices or software? If you did in safe mode remove them and reboot. Should fix the problem
try booting the computer from the disk somtimes depending on the manufacturer they are bootable somtimes you have to luanch it from an app on a recovery partion which is crazy if you cant use the pc.
my advice find a good technician to recover your data like photos, documents, etc then reload windows to it and download the drivers and start from scratch. i myself am a computer technician and it can be done without to much hastle.
