You don't reset bios. If you can't boot, replace the coin cell battery on the motherboard.
Disk drawer stuck
Look for a tiny hole on the face of the CD drawer. Straighten a paper clip and push it in the hole. This will manually open the drawer.

Also, the hard drive or some other critical component may be failing, or just the OS or hard drive corrupted. If you have files that you do not want to lose, you could try this... Pull the hard drive out, and use a "USB Hard Drive Adapter" (available fairly cheap online) to connect the hard drive to a friend's computer, and save all the personal files (documents, pictures, etc.) you can to a folder on the friend's computer or an external hard drive. That way, at least you may not lose your files.
Then, you could try to do a Factory Restore or Reload on the computer, and if that works, copy your personal files back to your newly restored computer.

Usually that happens when there is a power spike and the internal resistance gets fried. It's easily replaceable by anyone with medium to high technical skills but I recommend sending it to be serviced (especially if you're in warranty). This resistance's purpose is to protect the motherboard (it fries so that the motherboard doesn't) so don't worry, it's nothing major.

Right-click anywhere on your desktop. Click on "Properties" if you are using Windows XP. Select "Personalize" if you use Windows Vista or Windows 7 and click on "Windows Color and Appearance." Then click on "Open classic appearance properties for more color options."
Click on the "Advanced" button.
Click on the "Item" drop-down menu. Select "Scroll bar."
Change the width by entering "17" under the "Size" category. 17 is the default scroll bar width for Windows operating system
Click on "OK" and select "Apply" to end task.

If you failed to create a password disk for your computer uyou may be able to recover your password, if not reset it. I am going to assume you are on windows 7 as you did not specify.
