WCSR4170 not agitating
am I to believe that this is a agitator that sits on top of a spindle if so then try and move it by hand as some times the worm and gear cog in the gearbox become sheared or the drive belt is worn and slip easily not giving the power to the agitator I hope that's a start to go on eric

Thanks for choosing FixYa and welcome. You probably have a bad water level switch. As for the agitation, the drive motor controls the agitation, spinning, and draining. It is possible for the machine to not agitate, but yet spin and drain. The motor runs clockwise and counterclockwise. It may be bad and if so, will need changed.

Washer woant spin after washing heavy down
You most likely have one of two possible issues going on with this machine. Either the lid switch assembly has been damaged by the comforter floating up or the comforter may have gotten torn allowing some of the material to get stuck in the pump. Since you mention no tears, let's check your switch.
As far as the lid switch, there are two different ones that were used in this washer. One was a mechanicel stlye switch that was activated by a plunger attatched to the edge of the lid. You can identify this pretty easily by looking at the lid for a "tab" that hangs down and would go through a small opening in the top of the washer when the lid is closed. The actual switch is below the top of the washer and would have an arm that protruded just below the hole. Pressing this arm should produce a faint yet audible click sound. You may notice the arm is bent out of alighnment causing your no spin problem..
The second type of lid switch used was a magnetic style switch. This is identifiable by a rectangular block attatched to the bottom of the lid, and a corresponding rectangular plastic strip on the top of the washer. The idea being that when the magnet (bottom of lid) is on top of the switch the contacts are closed.
-Unplug the washer-
To access the inside of the machine you will need to use a putty knife to release the front panel. There are two clips one on the left and one on the right between the top of the washer and the front panel. using the putty knife lift the clips on either side while pulling the front forward.
With the front panel removed you will see two tabs that hang from the extreme right and left of the washer top. There will be one 1/4" screw in each of the two tabs holding the top down. Before pulling the top up you wil lneed to remove the magnetic style switch as the wires that go to it are pretty short. You may even see that one of the wires has been pulled out at this point (causing your no spin) if so cut both wires and strip back the insulation and wire nut them together to allow you to use the machine until you get a new switch. To remove the switch you have to press a tab located at the rear of the switch in and push it up through its hole in the top. (WH12X10334 magnetic style switch part number)
I would not reccomend leaving any lid switch bypassed as this could result in a safety issue if children were to open the lid during a spin cycle and reach in the tub.
Good luck with this and feel free to reply with any other questions!
General Electric portable washing machine.
Question edited for clarity.
Better known as 'space saving' washing machines, they are a compromise at best.
Try presoaking the clothes overnight. Do longer programs. Try changing detergents. Wash twice.

Pumping out or leaking out?
There are various rubber connectors underneath and they can perish and leak. There is a trick. slide a piece of paper under it. Switch on and after a minute, pull the paper out. It will give you a rough idea where the leak is, front, back, left or right. Then pull the machine out, and tilt it safely against the wall, get someone to hold it and look with a flashlight for the area where the wet patch on the paper was.
