This link will take you to a service/owner's manual for the 4600PT - at the very end is the parts diagram that might help you dismantle the machine or at least let you know what type of hardware you will be coming across and how it goes together:

Stairmaster 4000pt pedal slips
Why does one pedal drop on my Stairmaster Stepper but the other pedal operates correctly?
Stairmaster Steppers, How to Troubleshoot when one Pedal Drops (Loses Resistance) while the Other Pedal Operates Correctly
- If one pedal drops while the other operates correctly on your Stairmaster stepper, this problem commonly occurs when the drive sprocket on one side or the other becomes defective
- Usually, when one drive sprocket fails, the other isn't too far behind
- The best approach to resolve this problem is to install a new hub assembly

Configure RQRD
Display reads CONFIG RQRD or NTM CONFIG RQD on Stairmaster Equipment
Probable Cause
The message CONFIG RQRD or NTM CONFIG RQD appears when the console needs to be configured for the machine type it is installed. This message is common when the console has been replaced or if the settings have been changed. Message is commonly seen on various Stairmaster equipment such as bike models 3000CE, 3300CE, 3400CE, 3600RC, 3800RC and 3900RC; stepper models 4400PT, 4600PT, 4400CL, 4600CL and SC916; stepmill models 7000PT and SM916; elliptical model ClubStride 5100.
Corrective Action
- Make sure the unit is in an "idle" state. "Idle" state means the console is not displaying an error or any message that requires data input. The display should basically be freshly powered up, scrolling the EKG or welcome message
- Configure the console for the proper machine type by pressing Level UP, 80, ENTER
- Using the Level UP or Level DOWN keys, scroll through to the proper machine type (Bike, Elliptical, Stairclimber or Stepmill)
- Once the proper machine type is shown on the display select the machine type by pressing ENTER
- This completes the steps necessary when your Stairmaster display reads CONFIG RQRD or NTM CONFIG RQD

Both pedals slip?
When both pedals slip at the same time, it is more likely to be the alternator brushes than it is to be the hub assembly. Check this link for a brush replacement video. I am also attaching a troubleshooting video for no resistance on a 4600PT.

My stairmaster 4000pt has power to the box, but
Check to see if the red L E D light is on if it is then the problen either we have bad soldier connections or the thermal fuse has opened up. If you are good with a multi-meter and soldiering irondo the repair if not a TV shop should be able to take care of this, or go to
gymparts.com you can prchase a new one for $55.00 plus tax & s/h they also can repair it or exchange it.

Stairmaster 4600pt pedal falls without warning
i have the stairmaster 4000pt which was bought new in 2003. in 2007, i started experiencing the same problem, the right pedal would sometime slip and fall to the floor. i called the local fitness store and they came and replaced the hub assembly and that resolved the problem until now. The left pedal is now slipping.
