Treadmill running board crack

No fix but to replace it. Go to iconservice.com, click replacement parts, enter your full model number (on a decal somewhere on the machine), and you can order it there. If you decide to order and replace it, I can give you some guidance. If you're handy and have tools, you should be able to knock it out.

Need to oil

No, you don't need to oil or lube this treadmill. If the belt is squeaking get a bottle of treadmill lubricant and apply a small amount.
If the arms are squeaking a small shot of silicone spray will quiet them down.

I cannot get it to incline. It will say it goes

First perform an incline calibration. The procedure is outlined in your users manual.
It is a simple procedure. Insert the safety key and start the machine in motion. Press the incline up button. While the numbers are increasing remove the safety key.
Now reinstall the safety key, the machine should incline to maximum then lower back down to minimum.
Now you can operate the treadmill, the incline should work.

Everything works. but the treadmill

If you press start and the belt will not turn, but your incline is working, the time is counting and the speed #'s change. The problem would most likely be the lower control board. It could also be your motor. Have a professional test the motor with a DC voltage source. If it tests OK the problem is almost certainly the control board. Depending on the brand, some control boards have a fuse. Have the fuse checked and if it is bad replace it and try starting the treadmill again before you buy a new control board.
