Sounds like a clogged carb which is a common problem for snowblowers due to they set around more then they get used and gas turns stale and clogs carb. Most of the times the problem is in the bolt that holds the carb bowl on it should have 2 or 3 small holes in it. Check that the holes are all open and clean if this does not help you will need to remove and clean whole carb.

sounds like a bads gasket somewhere on the motor body

on the bottom of the mower or some you just remove oil filler cap and turn mower on its side.

first thing i would try is putting some sea foam through the fuel mix with gas as instructed and let it run for a while may help
