I have a 20 year old simplicity with a 289707 briggs and stratton engine. it misses with new plug. do I need points?

When you say it misses, what do you mean by that? Under load, at idle, when accelerating? Your statement sounds like it runs... yes? If it runs, and the issue is not at startup, then it is most likely NOT the points and more likely a carburetor issue. Remove the carb., make sure all jets are cleaned (it most likely has only one jet), ensure the bowl is clean in the bottom. There are times things look clean, but they are not! use lots of a good quality carb cleaner and a single strand of cable wire works best, or welding torch tip cleaners also work well for carb cleaning. Make sure to clean the filter as well and spray out the crankcase vent tube for good measure while you are at it. This should fix-ya! Best wishes! Tony

Lawnmower was overfilled with oil.

It may have damaged the piston ring lands (grooves) by slapping the piston with oil. If you have the compression tested it will tell you a lot, the mower should be around 100 - 120 psi, anything less and the engine is likely not worth repairing, if you like the mower buy a short block.

My briggs and steatton needs a part that goes feom gas line to intake

Given the very vague description, the only "part" in between the gas line and the intake would be the carburetor. If the carb is leaking gas and you have eliminated the possibility that your gas line is the culprit, then it is most likely a faulty float, or a stuck needed within the carburetor itself causing the bowl to flood and gas to pour out in to the intake and possibly even back thru the air filter assembly. These carbs are completely rebuildable and the float/needle can be ordered thru any Briggs & Stratton dealer. To a beginner removing and disassembling a carburetor can be hectic, so if you are unsure of your abilities, by all means either purchase the carb as a complete unit or carry the engine to a repair shop for service. Ball park figure on a complete carb can range from 65-120$ depending on make/model and seller. (Again, this is all based off of a very vague problem description so the carb may in fact NOT be the culprit- more detailed problem description can help us diagnose better)

I have oil blowing out the air filter. Is it the

possibly rings broken or Valve guides worn, if this is the case then I have found from experience that if the base of the mower is ok then it is better to buy a new motor and fit it to your mower, the engine will have 12 months warranty compared to a reconditioned motor with 3 months warranty
