These are generic suggestions for small engines that will not start or run under the conditions you described in your question.Engines that do not run often can often suffer from the use of stale fuel. Be sure the fuel is fresh. Drain old fuel and if not a very large quantity, you could mix with fuel in another tank (such as your automobile) that is used regularly and quickly or dispose of properly. Many fuel retailers have different formulas for fuels sold in different seasons of year that work best in the seasons in which they're sold. it's not to say a summer fule won't burn in the winter - but that a winter fuel will burn better in winter. Add fuel stabilizer to help keep gasoline in tanks of seldom used engines from growing stale. Many gasoline powered small engines incorporate a "fuel shut off valve" either at the bottom of the tank (near the fuel hose connection) or an inline type valve on the fuel line itself. Make sure the valve is on - many times this means the handle is inline with the hose instead of perpendicular to it.Have a look at the carb linkage. The linkage consists of the metal rods & springs that provides positioning of the carb components that increase and reduce the speed of the engine as the load changes to help maintain a steady output. The moving parts of the carb should not be gummed up or dirty and should move easily & freely. Use of carb cleaner products are ideal for cleaning these areas. Spraying cleaner into the throat of the carb will make starting difficult and as per instructions should be done in short bursts only while the engine is running. Do not attempt adjusting the screws on the carb as these are factory set and under most circumstances need no further adjustment. The next thing to check is the fuel and air filters. If the fuel is old or has become clogged, it will be necessary to replace it. These filters are located between the fuel tank and carb. Many are located inline on the fuel hose. You should shut the fuel shut off valve if it is between the tank and the filter to prevent fuel from draining from the tank when the filter is removed (or have a container ready to capture the entire contents of the tank). The air filter usually becomes clogged before the fuel filter will - depending if it is operated in a dirty / dusty environment or not. You may be able to wash a sponge filter or use compressed air to clean a paper filter by directing air / water streams opposite of the normal airflow direction. Older foam filters will likely break apart and require replacement and paper filters contaminated with oil (unless designed to be in oil) may not clean up enough to allow enough air into the carb and require replacement. Hopefully, one of these suggestions will work for you. Otherwise, it may be time for a professional small engine tune up. Good luck!

Is it new fuel ?

Most likely fuel is leaking past the needle in the carb. Sometimes when fuel is leaking past needle, the fuel will enter engine and overfill the oil sump.
Check for watery oil or too much oil. If oil is contaminated with fuel be sure to change the oil before starting the engine.
Easy to fix by removing the fuel bowel and pulling the pin on the float. Be careful because parts are made of plastic. With needle and float in hand, examine needle with magnify glass looking for debris/rust. Remove the fuel line at the carb and spray carb cleaner in from fuel line port and out from needle seat to fuel port. If needle can be cleaned and looks good, re- assemble and check for leaks. If leak, order replacement carb or carb kit for generic honda if engine type is not known.
Look for aftermarket honda parts on ebay. If you are going to replace carb, take photos of all the parts. Also make note on how the linkage is connected. Not that complicated but tricky. The more that you make reference, the easier it will be to get everything going again. There are many carbs out there that look the same, however look very carefully at all connections before ordering.

Out the bottom of what? The valve? (cracked valve body) The hose? (split in the hose) The carb? (Float valve 'sunk' or corroded or valve seat faulty)

I suspect it is the carb you are talking about. Either rebuild or have your carb rebuilt and that should take care of the problem.

Make sure you have new fresh fuel in the tank; Check to see if spark plug is firing; if not , check the coil. If all of the above checks out ok, the carb might need cleaning. Have you checked all switches ? Any loose wires?

Wow, your meter showed that you had 120v to each of your outlets as it was running? And when you would plug in one of your appliances, they wouldn't work? Mmm, something's not right here...:). Not sure if this problem has been resolved yet (just looking at the date), but I would start from scratch again. Turn everything off (breakers, etc). Start the generator again. Then turn your breakers on ONE at a time. Use your meter to check out each receptacle. Do this on EACH one. If everything checks out okay, then turn on ONE plug at a time again, check with meter again, and then use a low amperage appliance to plug in - and see if it works. Yes, it sounds tedious - but we're doing the process of elimination to really rule a lot out. Unfortunately, coffee maker's (because of their heating element) draw a majority of the load, so having this on the same circuit with other component's can affect things also. It has a cantilever snap action. Either the spring has detached, broken, disabled or unit is otherwise damaged. Heat, water, rodent, etc damage. Replacing the unit is most likely your only option.
