First check the charger is working. If you are using a usb cable use a short fat one (less resistance, so more power/amps). Some times this is a batrery lockout. "rom"? What exactly are you trying to do? Are you referring to ROM as part of the tablet's memory? If yes, you probably will not be able to do it. ROM is a memory chip built onto the circuit board itself inside the tablet. You would need to completely dismantle the tablet to do it. Most tablets are not built to be taken apart for repairs.
