Power led flashes 10 times then repeats
These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. Panasonic tc-p42x5 powersupply no power
No standby power on these sets after a power loss is usually a bad IC at location U203 on the back of the power supply board. It's a Fairchild FAN6755 8-pin surface mount IC... A cheap, easy fix if you have basic soldering skills...

Try to unplug it from the wall outlet for 5 min if it does not work, ty it for a longer period of time, like all night.
Ghosting
Ghosting is caused by wires touching. The signal gets cross-talk. Separate the wires in back, and it is an instant fix, easy.
