My wife has a Quickie V-521 that is full charged
Make sure the chair is not in freewheel mode. Also just because the batteries read fully charged does not mean that they are "good" batteries. Have them load tested. As far as the reset button, the normal positon is pushed in.

How many batteries do I need for the chair
You will need two, sealed lead-acid, deep-cycle batteries. Go to a battery shop, not Sears or such and make sure you tell them they are for a power chair. Most chairs take U1 batteries, but larger chairs take group 22, and the biggest chairs use group 24. Mini-chairs vary, so take the batts in with you.

My quickie aspire wont turn on
3 months is too long for gel batteries to sit off-charge, without being fully charged first, then disconnected before storage.
Your charger is trying to charge, but the batteries aren't cooperating. This chair accepts either the Group 22 or Group 24 gel-sealed batteries. 22 are about 50 amphour, and 24 are about 74 amphour, and will give you greater range. Cost for a set of two of either is going to be about $350 and $450 respectively. Ouch!

Rapid discharge usually is a sign of weak batteries, and they should be replaced if the charge indicates that they are full after charging for several hours, and then dissipate rapidly.
If your not getting a full charge indication after several hours, then you need to check the charger to make sure it is putting out about 28 Volts DC. If it is, then it is for sure the batt's.
The sweeping lights should not occur when the chair is off the charger. They sweep while on charge to tell you that it is charging and you can't move the chair. If they sweep while off the charger, turn off and restart and it should go. If not, call a tech. rep. for Quickie.
