If this does not work then you may need to unplug unit and mechanically unfreeze the incline motor. Sounds like you could possibly have a bad drive motor or something is wedged into the walk belt somewhere keeping it from turning. Check this out. One more question. How long does the walk belt turn for, seconds, before it stops. Is it like 3 to 5 seconds or less than that.

Next use a multi meter to check continuity of the drive motor by removing the red and black leads that attached to the board if a reading is much more than 1.0 to 2.0 ohms then your motor is also damaged need to be replaced.
f the E13 error code is still showing after restarting your treadmill, check to ensure that the wiring between the AC motor drive and motor cables is securely connected.
