There should be a wench on the mecnine that fits the bolt. the bolt turns in the oppiste derection as a normal bolt its called left handed thread this keeps it from coming lose during use. There is a buttom you need to press to lock the shaft then lossen to bolt lift the blade gaurd replace the blade note the washers that go up against the blade and make sure you install then in the same order as they were removed

Most of them have a horizontal pin about a 1/4" in diameter in the back of the saw where it hinges. Just need to pull out the pin.

Make sure you unplug your saw! You need to remove a screw from the cover and rotate the cover to the rear. Use a hex wrench in the motor shaft to keep the saw blade from turning, and loosen the arbor nut with a 1/2" wrench. The arbor is reverse threaded, so you'll turn it clockwise to loosen, then counterclockwise to tighten it up after you have swapped the blade.
Rotate the cover back after that's done, and replace the screw.

Once you have ID'd the index spring on the exploded diagram, you should be able to order it from Delta, assuming it's still a part they stock. If they no longer stock it, you may be able to find someone who does still stock it by a google search of the part number.

I've got a bad feeling this part may be very difficult to acquire though.

Could be the wear plates under the table between it and the base. Or if it doesn't have any then the two mating surfaces are dry and rubbing causing this problem I would suggest going to Dewaltservicenet.com and typing in your model number and downloading a breakdown for the tool. To remove the table on most saws you have to remove the fence and that requires that you square everything up upon disassembly. Let me know and I will try and help further. By the way to clean the parts I use a surface conditioner with something like a scrubbing pad and then after everyting clean use a dry silicone lubricant or equivelant.

This set up may be using a little more current than the circuit breaker can take. The breaker may be weak. Replace it with a new one and see what happens.
