check the valve lash adjustment should be .005 for over head valve engines

clean it with brake parts cleaner then after that dries spray it down with wd-40

Remove battery and holder. Remove clip from top of pulleyremove pulley, replace key.

Does it crank ok with filter out? If not remove plug, if turns over ok.
