Simply use a srewdriver to adjust the mixture screw. Its located on the carburator. Clockwise is lean, counterclockwise is rich. If you can get the thing to idle, let it warm up first. Adjust the mixture lean until it just starts to sputter, then adjust it rich 1/2 turn. Test full throttle, if it sputters, you can adjust the mixture a little more rich so that it runs good at full throttle. I would suggest steering away from investing in 2 cycle engines for a pawn shop, unless you can see them running. These little engines are very picky and they only run well if they are in good shape. If you cant get them to start easily, there is probably a lot of internal wear/damage and these engines are hard to find parts and are not cheap to fix.Bad investments would include 2 cycle leaf blowers, trimmers, chainsaws, boat motors, and motorcycles that do not start easily. Believe me, they are a headache to fix.
This is easy enough to check. There are 4 screws that secure the recoil starter to the engine. Remove these 4 screws and remove the starter assembly. Pull on the rope and see if the starter is operating properly. If not, go to your local Echo dealer and get a new one...they are about $30. Also try to turn the starter cup by hand to see if the engine is locked up. If the engine is locked up, remove the spark plug and try to turn the starter cup again. If it is still locked up, then the repairs would cost more than a new blower.

Try removing the muffler and look inside of the exaust port, you should be able to see the piston in the full opening of the port. If you can, try starting and running at wide open throttle. If it runs fine( a bit loud, so wear hering protection), then you have a plugged or partialy blocked muffler or spark arestor. Sometimes rich mixture can cause excessive carbon build up.
Check the exhaust port upstream from the muffler and make sure it is not restricted with carbon. Mine was less than half way covered over with carbon. Scraped out carbon, checked muffler and screen(ok), back-blow the fuel line harness including the fuel filter and fuel tank vent and took carb apart and blew out all passages, not replacing anything and now runs fine. Would not rev past high idle before. Be sure gas is FRESH and mixed at 40-50 to 1. Hope this helps.
If its a two cycle engine it sounds like its loading up on fuel.. Need to lean out the fuel on the carb. Not much or it will be to lean an stick the piston..
Maybe a plugged intake. Maybe a broken impeller. Air filter partly plugged causing reductiion of power. Check those things and I think you will find the problem. Good luck...Lee
Make sure your shut off valve is on positon not part way off,check for a screen plugged up in fuel tank or inline fuel filter, check for bad spark plug engine oil top up maybe saftety sensor when oil is low if you remove the fuel line from carb does gas flow straight out no problem?Joe
First step is to check for spark. Remove the spark plug. You can put the plug wire back on. Then pull cord. Should have a blue spark at the plug. If you do. Try putting a small amount of fuel table spoon in plug hole. install the spark plug and see if it will start. If it dose and will not run for more then a few seconds your not getting fuel. Make sure the fuel is on and clean. If this dose not help you need to make sure the carburetor is getting fuel. Turn off or pinch fuel line. remove from the carburetor . turn back on fuel see if flowing. If this is ok and still wont run. The float in carburetor is stuck. Remove float bowel. Bolt on bottom. Lightly tap with fuel on and see if flowing. If not turn fuel off. Remove float bowel. Under the float is the needle and seat. remove the needle turn on fuel see if flowing. should be. Replace the needle if tip is bad. if not reinstall and install float bowel. prime by first step small amount of fuel in spark plug hole. Should be fine after this.
