I have several of these units and their lights have never blinked either. Just charge it until the green light comes on and that should be sufficient.

Actually it is a very simple thing to do:
First you need to take the unit apart --it is tedious, but easy to do (just keep track of all the different types of screws and where they go as you go along... There are approximately 20 of them...)
Once you open it, you will immediately see the batteries --most likely it is two batteries-- that you will need to replace. The best way to get them, at the best price, is online at www.batterymart.com (I just bought two from them to replace the batteries on my VEC280... and it is working just fine once again.)

check the lite bulb. Might be burned out and if so, it needs to be replaced.

I just bought 3 from "The Bulb Man" 2207 Elmwood Ave. Buffalo, N.Y. 14216 (716) 875-2852. He had to order, they came in in about a week. They work fine but bulb has no blue tint, I'm starting to look for the area light when I found this. Bulb, base & wire is all one piece. I think I paid $12-14 for all three a few weeks ago. I purchased a replacement part (air chuck) at Wal*Mart. Lubricate the end with soap so it will slide inside the hose and then secure it with a small hose clamp. And, as previously stated. On the side of the unit is a small black flap that covers two prongs that you can plug a standard 110-120 volt extension cord into which will charge the unit. There are 3 read lights and 1 green lights on the top that lets you know when it is fully charged. The 12 volt charging cord is basically a cord that has 2 cigarette lighter plugs. One plugs into the unit and the other plugs into a power port/cigarette lighter plug.

Ingredients:

• 8- 1 ounce squares of unsweetened chocolate
• 1 cup butter
• 5 eggs
• 3 cups sugar
• 1 tablespoon vanilla
• 1-1/2 cups flour
• 1 teaspoon salt
• 2-1/2 cups chopped pecans or walnuts, toasted

Preparation: Preheat oven to 375 degrees F. Grease a 9 x 13 pan. Melt chocolate and butter in a saucepan over low heat; set aside. In a mixer, beat eggs, sugar and vanilla at high speed for 10 minutes**. Blend in chocolate mixture, flour and salt until just mixed. Stir in the nuts. Pour into prepared pan.
Bake for 35-40 minutes. (Don't overbake.) Cool and frost if desired, but that is not necessary.
** It's not required, but this is when it's very nice to own a stand mixer.

The rechargable battery is dead, it has just enough juice to light the LED but nothing else. You can order a replacement battery from www.dewaltservicenet.com All Vector Products, Service and Parts are sold by Black and Decker which purchased Vector in 2006. The products are rebranded under the Black and decker name now.

Should have come with a charger or 12volt adaptor to plug in to cig lighter
