Window kit dimentions i have a window 18 inch wide
The portable AC units generally have a customizable, exhaust hose window, termination kit that comes with the unit.. In other words it can be cut to fit. The one that comes with the unit will fit casement windows, as well as sash windows.

It fills up with water
It sounds like something has caused a blockage in your drain line. I have always had good luck using a guitar string to probe up drain lines and to clear blockages.

It sounds like you have a faulty unit, that has a bad built in thermostat. I'd suggest sending the unit back for a replacement, or get a refund, & buy another unit. What you may think is the compressor kicking in, might just be the blower fan. Try raising the temperture as high as it will go, & see if you hear a noise change to quieter. If it does get quieter then the compressor was in & is not working properly. Send it back.
How wide is the exhaust tube?
You cannot restrict the exhaust duct size or you will restrict the air flow and thus reduce or stop the cooling. It might even ruin the unit.
Too noisy hard to watch tv or sleep
Raise the setpoint a couple of degrees, this will cut down on the noise of the compressor, put fan speed on low and that should cut down on blower noise.
Make sure you have some rubber pads underneath the unit and that should cutdown on vibration.

If the a/c is always in a single spot in the room you can extend a hose going out. Another suggestion would be putting a pump on the bucket pumping out water so that it would automatically empty itself. A small aquarium pump would do.
