for 5720 - open two screws below battery compartment. and two screws are under the front false faceplate. Pull out the face plate (from the top) and unscrew the two screws above the display. walla you have it dismanteled ! Arshad

Perhaps the monitor button is over-riding a privacy code. Set the privacy code to zero and then try it again.

You're not trying to use a privacy code on one radio without using the exact same privacy code on the other radio, are you?

One radio works properly, the other can receive. I assume there are more than two by the question. Check and then rotate you batteries, mark on the working unit battery that it is GOOD. Transmit takes a great deal more power than receiving. Batteries, even un-used only last 18-24 months typically. If no joy, then check your programming but I think that is unlikely. It really sounds like a power/battery issue.

It is possible the manual is wrong where it explains channels 1-7 (GMRS/FRS).
