If a power cycle does not resolve your issue, you may need to perform a hard reset. To do so press and hold the Sleep/Wake button and Home button until the Apple logo will appear and iPad will reset. You can also perform a factory device reset.

You can't. You have to fix the Volume button first as it is the thing that initiates the reset. But you can try the volume Up button instead. Some version of Android will work with either or both Up and Down.
