Advantium -- wont cook
The solution to this problem is to replace the magnetron. I had the same symptoms, and I got a used magnetron and replaced it. It takes some advanced electrical skill, and you have to disassemble the oven all the way to the inside stainless steel. I have the same exact model, manufactured in November of 1999.
Microwave lights and fans
If the microwave sounds normal, but not heating, then the magnetron is bad and needs to be replaced. If it is making a humming noise, then the diode is bad. I recommend that if it is the magnetron, ou also replace the diode.

No the logitech mouse will not work with the microsoft receiver. The reason why is that they are on 2 different frequencies. If they were on the same frequency then you would be ok but they are not.
