Fan won't run

Try another outlet. Or if your electrically knowledgeable then pull back housing and verify that your connections are still made. If neither of these are the problem then your electric motor is bad whether its a shorted winding or the resin has worn down and is allowing arcing. If your electric motor is bad then your better off just buying another fan.

How to lubricate my Lakewood window fan?

It's probably not a good idea to lubricate your fan, as a wet lubricant will cause dirt to bind to moving parts in the motor which will in turn act as an abrasive causing the motor to prematurly fail.
The fan it's self should be sealed at the factory and provide years of mantenance free use.
