air compressor output should be 3.5 psi. to the fuel nozzle. the cowlings purpose is to channel the air-fan output through the rear vanes of the combustion chamber. if these openings are restricted then air can't get into the chamber. check to see that the fan blades aren't jammed against the cowling. if they won't spin then you won't get any air through the unit.

No fuel pick up
Hi and welcome to FixYa, I am Kelly
No fuel pick up is caused usually by cracked fuel lines or... a fuel tank cap that is not closed completely or not properly vented. It can be the pump or a clogged fuel nozzle or fuel filter.
Here is a manual that will help you sort it out:

The manual has all the information you will need to get it going again. Even without the "test equipment" listed in the manual.
Thanks for choosing FixYa,

There could be several reasons for this problem. I can offer a few things to check. First check the filters mainly the exhaust filter under the black plastic cover on the back of the pump. If that is dirty mainly the gray side with the gasket that contacts the pump housing. If it is dirty use compressed air to blow off the dirt from the surface. This will be just temperary to rule it out it will probably need replacing. Reassemble and try starting again. The pump pressure should be checked and adjusted if needed. It should be about 4.5 psi. if it is not close within 1/2 to 1 psi. it will need to be adjusted accordingly. There is still more but it would require more time and some explaination so if this does not work we should talk. I will check back in a couple of days.
Shoot kerosene when trying to start
You need to either clean your nozzle assembly or replace it.Cleaning it can be done as follows, you need carb cleaner Q-tip and a tooth pick. First soak the nozzle in carb cleaner, then use the tooth pick to remove any obvious large pieces of what ever just do not damage the front of the nozzle the Q- tip is for cleaning all the exterior surfaces. Now that you have gone this far you need a compressor and an air gun to blow high pressure air backwards and forwards thru the nozzle this should clean it out. On older models they have a screen assembly behind the nozzle if yours does clean it as these corrode while in storage. Put the assembly back together and test nozzles atomize the fuel (fog) not spray, so watch carefully if it sprays fuel you need to replace the nozzle, pay attention to the spray angle and GPH rating printed on the side of the nozzle it is very important when purchasing a new one that you buy the exact same rated nozzle. Good Luck
