I have never heard of or seen a "power down button". Unplugging the TV and holding the power button for a minute or so sometimes will do a hard reset on the TV, is that what you seen?.
On your problem, chances are there was a spike that came down the power line when your power went out and it took out at a minimum the main fuse in the TV, you can remove the back and replace that fuse on the power board and see if it comes on or blows the fuse again, if it blows then look for a bad rectifier or shorted FET transistor in the hot section.

It is Sunday and I am not at the shop to look it up, but I am yet to see a power supply board where fuses are not marked on the board itself.

Meaning that the answer to your question is on your own board.

Also, I have very rarely seen a fuse go bad on those power boards.

It is not impossible, of course, especially if you short it out manually, but unless you did chances are the issue is something else.

Hi, First check that you have good power coming in from plug.
If that is good check out power board (capacitors Bad) replace if oozing out or bulging out. If you are good with soldering then do so.
Replace with same capacitors or better ones.

there is 2 square capacitors on the main power board, they stabilize the power to the board. when they fail they lower the power the backup again and down. these will need changing. they are next to each other usually 500v on them but could be 300v depending on what was instaled at time.

Based on the description this is easily a blown power board due to power surge.
