Install CCleaner and look at the startup items. You can disable them one at a time by double clicking on them until you find the culprit. http://www.piriform.com/ccleaner/download

If its portability and convenience you're wanting to achieve you can connect your tv to your laptop via a hdmi or vga pc to tv device such as the one below.

You will need a wireless keyboard and wireless mouse because u will no longer need to physically access your laptop. Make sure your tv input selection is correct. For example, hdmi 1, computer, vga, and etc.

The monitor is stating that there's no signal from any device. It could be that the monitor cable is unplugged from the back of the tower, or the graphics card could be bad. "Scanning" suggests you're using a smart TV rather than a monitor. In that case, you may need to change the setup type to VGA, DVI, HDMI or whatever type signal the computer sends.

If you are using a digital signature or token it might be the culprit. Try to start word in safe mode by typing "winword /a" or "winword /safe" in RUN and check does the same thing.

I take it that you are trying to charge an external battery ( phone or i pad device using the usb port of the computer
is that correct ?
if so you may have to set up the comport for that device but usb uses 2 wires of the usb for power which will charge the device and 2 wires for data transmission
more information may be found if you go google and type in---charging external batteries using the usb computer port

motherboards may or may not charge the cmos battery charge depending on how old the mother board is and the battery in use
for better explanation on this go google and type in---do motherboards charge the bios battery--- and there are pages that explain about the make of the cmos battery and how newer motherboards do not charge the battery
