Is this on the both hand sets? If it is then the only thing common to the both of them is the base and that would be your problem. If it is not then you will have to change the handset that is fading. It is not worth it to repair the handset
Blinking "CL"
The blinking " CL " is the code that tells you the clock needs setting, any type of power interuption will cause this . To set this , Look to the back of the answer machine / dock there you can set the day and time by holding in the desired button untill it reaches the desired setting.

maggie9, if you buy a phone that has satellites, you can have the main phone plugged into the modem and the satellites don't need plugged into phone lines, they will ring work without them.
Won't work on my cable line
I called Thompson's phone company 1-800-720-2094 (which is who GE goes through) and apparently it is a hardware issue. That couldn't offer any suggestions for the fix except to call the cable company to see if they can issue us a new hardware device. . . . apparently there is a compatability issue. . . .well, duh, ya think?!! The phones don't work with cable lines!

Intermittent ring and now fading display
You may have the problem fixed by now; but I had the same thing happen to me with the same phone and also hooking up to a voip type phone connection. The person installing it hooked it from the modem straight to the phone. He didn’t know why and when he left I still had the problem. The problem being the phone would not ring. After thinking about it I decided to hook the modem phone line to my house phone wiring and then hook the phone to the phone house wiring. It worked and I am not sure why but I think that the house phone wiring is grounded and that makes more voltage for the ringer
Strange telephone happenings
My guess, assuming nobody recorded the conversation, is that the answering machine picked up before the call could be answered. Check your answering machine for the number of rings before it turns on.
Or maybe your answering machine has a memo record on it that is malfunctioning that recorded a memo
No Dial Tone
First, I want to make sure you described the problem correctly.
First you say you do not hear dial tone (ear piece)
Then, if you call out you cannot be heard (microphone)
Then if someone calls, you cannot hear them (ear piece)
These sound like major, unrelated and conflicting problems. I do run into a lot of problem descriptions where people get confused with this. If all the problems were in the ear-piece this would make a lot more sense and may be a simple problem with a bad connection to the ear-piece.

Registration
I am not sure if this is the same model as my phone, but I pressed the exit button and then pressed the select button. The display says something like, hold Base Page button, so do that, then the phone will beep, let you type in a handset name, and you are set to go.

What is "Bell" and "Cogeco"? Did you change phone line provider companies? If so, you would need to ask them if it's possible to change. You are getting the information they are sending you. I do not believe the information is being altered by your phone.
Intermittent Ring
Sounds like you are having a problem with the generated ring signal from the cable phone service. An old fashioned Ma-Bell ring signal is a pure 90v AC 30hz pulse. Your cable box needs to generate a simulated ring signal from a DC power supply. I have seen many examples of this fake ring signal not cooperating with specific phones.
It's a long shot but your phones MAY have a setting for the phone line(s) (A/B) (Analog/Digital) etc... of you can find a setting dealing with the "CO line", "phone line" etc.. try changing it.
I am surprised another phone in the loop will help the ring signal at all. I would think it could only weaken it. Try plugging your phone in question directly into the cable line instead of having the whole house connected. The ring signal may be trying to power too many devices or weakened by something connected to the network.
Other than that, you are dealing with the ring signal generated by the equipment and I'm sure it's not adjustable.
