Incorrect function initialized disk
There are a few steps that you can attempt. Such as using diskpart to try and reformat the drive. Or trying to remove the hard disk carefully from the enclosure then putting the actual drive in a desktop computer and seeing if it is recognized and able to be formatted.
Most of the time when I have dealt with this issue. Sadly the only solution has been to RMA the device becuase there is nothing you can do to fix this issue this internal issue.
The only way to now retieve your data is to seek a data recovery service which will most likely be expensive. Especially if the data recovery service is a real data recovery service. Make sure to ask about the recovery process and how they specifically retrieve the data. If the company says that they actually remove the HDD platters from the old drive to recover the data, you are probably talking to a real recovery team. Rather than a company that will only try connecting a cable and running some software.

Hi, I was given an Iomega portable hard drive but
All that you should have to so is plug it up to your computer with the USB cable. Somewhere between a few seconds and a minute (for the first time), it will pop up under my computer. So double click on "My Computer" and you should see it listed as one of the drives. You might actually see a picture of the drive! I hope this helps!
