I need to instal Internet explorer on my Ipad
Internet Explorer has not been available on mac products for several years now. I think it highly unlikely that microsoft will start producing it for the ipad. There are various browser apps out there two of the best are opera and mercury web browser. Hope this helps.

How to connect your Apple iPad to the Internet
Connecting your Apple iPad to the internet is very simple. When you use a application that requires internet capabilities your iPad will do several things.
-The iPad will attempt to connect using the last Wi-Fi network you used that is available.
-If no network you previously used is available, the iPad will show a list of networks in range. You can then tap a network and if needed, enter a password to join the network. Any network with a locked Icon will require a password. These are secure networks.
-If no networks are available or if you don't choose one, the iPad will then connect over a cellular data network.
What is the difference between a cellular and Wi-Fi network? A Wi-Fi network is generally faster, but covers less of an area. Think of your home wireless network, or a wireless network at a library. It has limited range. A cellular network is generally slower but covers a larger area. Normally, if you are connected to a cellular network you will see a 3G icon or E icon at the top of your device. Also, you normally pay to use a cellular network.
To see all the Wi-Fi networks in range: From the Home screen, choose Settings > Wi-Fi. Tap a network to join it.

I have an iPad. I like to download "silverlight".
Microsoft Silverlight is a plugin that only works on some desktop browsers. It is never going to be supported in Safari, because it is rapidly becoming outdated - content providers should be using more modern, efficient and faster technologies. Depending on what you are trying to do, there may be a native way of doing it - search for it in the App Store.
You cannot download IE because Microsoft do not make IE for the iPad. You cannot run MS Windows programs (.exe files) on the iPad. If you don't want to use Safari to browse the web, just search 'browser' in the App Store, and you'll find soma alternatives.
Just remember: The App Store is the only place you can get apps for your iPad!
Hope that helped!
I got a ipad for
Most chances are the problem is the cable. You can try connecting the ipad to the pc, if you can connect then the problem is not the cable, but the charger.
You could try to use another cable from a friend with an ipad/ipod/iphone, just to be 100% sure.
Also try moving the cable around, the cable may be interrupted, it happened the same for me with my iphone.

Just make sure you installed itunes for pc and connect your ipad to your pc using usb cable,
then open your itunes, click file, choose "add file to library" after that, sync your ipad..
if it still doesn't work, maybe you need to click advance and click authorize audible account. then sync again..
