If you are shooting video the flash memory card type is important. It needs to have high sustainable write speeds. You usually want a SDXC Class 10 card for this purpose.

Also had this problem with windows 7, Go in to "Devices and printers" If your camcorder is recognised there ie "Samsung Camcorder" Right click it you should be given a menu with several options choose "Browse files" then "CD Drive (*) intelli-studio" this opens the software installed on the camera, go down the list and find "setup_f" double click this and this should start the install process, it will probably tell you there is a newer version and ask you if you want install this select yes and hopefully this will then install the program , Hope this helps someone . Try using a recording head cleaner. This looks like a tape but cleans the heads. Follow the instructions.

To transfer the recordings from your Samsung SC D353 Mini DV tape to your computer, you'll need to follow these steps:
