How do I charge the
Digital Cameras use regular batteries very (very) fast. You cannot charge the batteries/camera with either of the cords that came with your specific camera. You will need to purchase "long life" rechargeable batteries ALONG WITH a battery charger that plugs into the wall and you put the batteries into the charger in order to recharge the batteries themselves.

Bought on ebay with no memory card and no cd
file for the significantly not as described dispute so that you can get your money back. but you only have 45 days since the day you paid for it. if it is not yet past 45 days, i strongly suggest that you need to file the case now. you can either call eBay or PayPal (if you used it as your payment method).
once you filed the case, you will need to close it after 7 days (again) and you can then escalate it into a claim. I suggest that you file it on eBay since it takes toooooo long if you will file it on PayPal. PayPal took 3 months to give my money back but with eBay it only took 3 weeks.

Bought this camera about two years and since then
You really should take the camera to a specialised service. If you kept batteries in the camera this whole time, you probably have corrosion happening inside, that damaged the circuit board.
In this case, probably the damage is so hi that it would be better to purchase a new camera instead of repairing the old one. Let's hope that it's not your case.

You probably do. Batteries don't last forever, especially when they're just sitting around. If you have a voltmeter, you can charge it up again, then measure the voltage on it to see if it's holding a charge, but it sounds like it's shot.

What does the card locked mean?
SD and SDHC cards have a slide switch along one edge. The position farthest from the metal contacts locks the card, protecting it from writes. The position nearest the contacts unlocks the card.
My daughter has an Insignia

is happening probably because the cam's memory card is corrupted. This
is common with SD memory that has been used extensively for a long time
and it's likely not caused by any fault in the camera.
You can
try formatting the card (go to my computer, right click camera, click format.) but this isn't likely to work really. You will
have to buy a new card. Make sure you buy a good brand like Lexar or
SanDisk. Hope that helped.

You didn't specify the model of your camera, so I'm going to assume it uses a memory card of some type.
The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program, such as Picasa ( http://picasa.google.com ).

If the cable you mentioned was the USB one, most models use a USB to microUSB cable which you can get cheaply at almost any electronics store.
