Don't know how to program scanner
Go online and see if there are any local ham radio clubs. See when they have a club meeting. Go there and see if a ham will help you program it. Most likely you can find at least one person who can/will help you out.
THE WORD WIRED IS ON SCREAN
WIRED should only appear on the screen if you have a programming interface cable connected to the scanner. Assuming that you do not have the cable connected, you'll need to RESET the scanner to clear it and restore it to normal operation. This process will erase/delete everything that you've programmed into the scanner, so be prepared to reprogram it. To RESET the PRO-83:
- Power the scanner OFF
- Press and hold the 2, 9, and HOLD keys and power the scanner ON
- The word CLEAr will display to confirm the RESET

How do i reprogram scanner ?
Hi, my name is John. Press the HOLD button,enter the channel you want, press FUNC + PGM, enter the frequency you want including the decimal point, press E to enter...........Hope this was helpful
How do I program a frequency?
To program a known frequency into your scanner:
- Power the scanner ON
- Press the HOLD key
- enter the channel number that you wish to program
- Press the FUNC and PGM keys
- Enter the frequency, including decimal point (E.G., 155.265)
- Press E to enter the data into memory

Locked on search
You may have inadvertently locked the keyboard. If a key-shaped icon is showing on the display, press and hold the FUNC and KEYLOCK keys until the icon disappears. If that doesn't work, you may need to reset the scanner to restore normal operation. NOTE: this operation will delete all information that you have programmed into the scanner. To RESET the PRO-83, power the scanner OFF. Press and hold the 2, 9 and HOLD keys, and power the scanner ON. After about three seconds, CLEAr should appear on the display to confirm the RESET.

How do i re-program my scanner
To enter a known frequency into memory:
- With the scanner powered ON, press the HOLD key.
- Enter the number of the channel that you want to program or re-program, followed by FUNC + PGM. The channel number will be displayed.
- Enter the desired frequency, including the decimal point.
- Press E to enter the frequency into memory.
- Press HOLD to advance to the next channel.

How do I do a master reset on the pro 83 scanner
To reset the scanner (clear a problem or keyboard lockup):
- Tune the power OFF and then back ON.
- Insert a pointed object (paper clip, ballpoint pen tip, etc) into the RESET opening on the side of the scanner and gently press the button inside.
If the RESET does not clear the problem you can INITIALIZE the scanner, but this procedure will clear/erase all information that you have programmed into the scanner.
- Power the scanner OFF and then ON.
- Press and hold the TUNE/CLEAR button while pressing the reset button as above. The display will momentarily blank.
- When the display resumes, press TUNE/CLEAR again.
