Wow, that's a real oldie -- circa 1981. To program it:
1. Power the scanner ON.
2. Press MANUAL .
3. Select the channel that you wish to program. You can do this by repeatedly pressing the MANUAL key, or enter the desired channel (01 - 20) followed by the MANUAL key.
4. Press PROGRAM.
5. Enter the desired frequeny, including the decimal point (e.g., 156.55).
6. Presto ENTER.
7. To program more frequencies, press PROGRAM and then repeat steps 2 through 6.

Go to their website before it disappears and type in the radio shack part number, there usually is an old document that you can download and print. Let me know.

You do not ever need to program a scanner, and a scanner cannot program a PC. So why are you looking for a programming cable?

A programable cable. I have never heard of one. Cables contain wire not microprocessors.

If you mean that the "white noise" can't be squelched, the problem is within the squelch circuit or the window detector. You'll need to find a service facility than can repair this, but few electronics repair shops are left & most can't handle this type of problem.
