Notebook type computers are tough to fix, let alone diagnose. The first thing you can do is remove the battery. While the battery is out, clean and check it for defects and moisture on its surface. Then also while the battery is out, place the Notebook in an electric or gas oven, at the LOWEST temperature setting, and let it 'bake' for 2 hours or more. After the time has passed, remove the Notebook from the oven, and turn off the oven. Before reinstalling the battery, press any visible reset buttons, usually a pin hole to a switch below, or if lucky a nice red button, as doing so will clear the CMOS and reset the BIOS, also carefully clean any metal contacts (usually gold plated) and the area where the battery goes. Install the battery, and close and re-secure the hosing, so it looks like it did before you took out the battery. If it powers up at all, it will be free of any moisture that may have been causing your problems.

Check its battery for full charge. Charge it fully overnight and check. Check the voltage of the battery too. This is a battery related problem. Electro help

You can try removing the keyboard and reinserting. You should find instructions online, probably a video, on how to remove the keyboard. However, my bet is that it probably has to be replaced.

If you forgot the password then you'll have to reset it. See if there are any password reset tools from Dell to help you through this problem. If not, then pull the CMOS battery of the unit to reset the unit back to the factory settings. This should clear the password and may also reset the time and date too.

The battery is usually found through a little access panel somewhere on the unit's underside. You'll need to research this on your own but I suspect removing the panels underneath the unit will expose it. The battery looks like a CR2032 battery. Sometimes it is covered in black plastic and has black and red wires coming out of it with a tiny connector on the end.
