try to lube the deck belt +rollers bearing front+back+test drive belt motor, and replace if necessary.
However after you lube , the problem persist TIME to replace the old deck belt.

This is a very common problem:
1) Very high belt/deck friction.
Now Watch this videos +Tip: proceed with carefully and patience

If the problem persist after you did the 1rs Step: Proceed with 2nd Step:
2) Faulty Main motor:(Open or Short in windings +Transformer or Coil Faulty+Main Controller Board Faulty.

After You did these steps; You will have Powerful conclusion about what is exaclty your problem: 1) Mechanical 2) Electrical or 3) Electronic or combinations.
Attached you will find a Block diagram that I did for you will See how the Main Controller Board(Electronic) has aprox 90% of functions for the treadmills.

it sounds like there is too much friction between the walking belt and platform. The most common cause of the belt slowing down is a dry or worn out belt and or board.
Turn the rear roller adjustment bolts on the ends of the rails ΒΌ-turn clockwise if the walking belt is slow when you use the treadmill. Remove the console key and unplug the treadmill before you make the adjustment. Pull edge of belt to ensure it comes up 3 to 4 inches.

i had the same problem, i beleive its the motor it may have burnt out.
only had it less than 4 weeks, argos sent a replacement treadmill and took the broken one away.

The hand rails themselves are not grounded,but what icon call pulse sensor which is the cross bar itself is suppose to be connected to the console base ( a single male/ female connector) if that missing or is hidden in the cross member and console, some how it was not connected.

You need a new control board - around 65 UK pounds from Reebok (in uk) and pretty easy to fix. Remove 4 screws from plastic motor cover and remove cover. Loosen the circuit board hold-down screws (x2) then take phone/ipad photographs of board connections to aid re-assembly. Disconnect the 6 or 7 leads from their spade connectors. Fit new board, reconnect the leads in the same place using the photographs then, fit the two board retaining screws and replace the cover and 4 screws. Job done!
